Warts, Moles, and Skin Tags: Facts, Discussion, and Treatment

My dog has a type of bone growth on his tail, what is it?

Growth is white, hard, and seems to be out of his skin (late its tail). It was a before and he fell or was accidentally ripped off by my 3 year niece, he is back and longer than before. She is a Shih Tzu and is about 5 / 6. Any suggestions on what could be? I do not really know skin tags in dogs (I tried Google and could not find pictures) so any information would be appreciated.
