What is this small black bump on my penis?

For about a year or so I have had this little black spot on the tip of my penis. It started as a black spot and eventually turned into a small bump. I was at the doctors office a few weeks ago and had him look at it and he said it was probably a skin tag and he cut it off for me. Now it is coming back again. I looked up information about skin tags and they are not supposed to be black. I have only had sex with my wife so there is no chance that I could have any type of STD. Does anyone know what this black bump could be?

Go to a dermatologist. Sounds like it could just be mole. A lot of times, doctors just remove the top layer without completely cutting out the entire mole.
