I keep reading about how the lack of treatment of genital warts get rather scary?

I have 4 "raw" on my tree / scrotom and have for about 5 years now, they are not getting better or worse or disappear, they resemble a photo that you see online genital warts. My skin is a small label in each armpit and what is on my genitals more like these so any pic I've seen so far of genital warts …. How long does it take for warts to "get out of hand?

Yes, it is genital warts. They vary in size, shape and appearance. Some appear as bumps and others like you have described as skin tags. They can get out of hand quickly. Scary is not the word they may resemble. I am a nurse and my first experience with genital warts was horrible to say the least. It was an old man in a nursing home, I was doing treatments that day and the reading order to apply cream on the warts. I asked another nurse where his warts were and she said "pull the sheets, you can not miss them." I pulled the sheets and was in shock. He had warts (mounds of them) about 3 inches below her belly button at the bottom in her inner thighs. There were green and yellow drainage from them and the smell was hidious. I honestly (without exaggeration) could not see his penis. I've never seen anything like it in a text book! You should go to your local health department and seek treatment. Some clinics can "burn" outside their growth. They are also creams that can be applied at home by you, is a much slower to get rid of them. Sometimes they repel, and they will be likely. I've heard of people having them taken off in case they have not increased return. Nevertheless, Keep in mind that doctors see this sort of thing all the time, many of them even have it!
