How do I achieve a photograph like this?
What programs/software/camera/editing etc. can I use to achieve photos (from a digital camera) that are sharp, bright, and the skin looks really even and smooth? It’s difficult to describe. (see example below)

I have asked before if there is a camera that can take great shots like this without editing, but most people say you need to edit your photos etc. (which I had expected)
So what kind of editing? What programs? What kind of camera? How can I learn more about how to achieve this kind of photo?

Everyone was right about having to use photo editing programs, so I’d start off with programs like Gimp or Photoshop Elements which I think are both free. I suggest these over Photoshop CS4 because I don’t think you care enough to make a big purchase on these programs.
As far as a camera goes.. Well, it doesn’t really matter. I’m sure it is achievable with a point and shoot, but most any SLR will do the trick.
Here are some suggestions for the softer look:
1. Don’t use flash (may require a tripod).
2. If you end up getting into photography, invest in a soft box.
3. Get the model to wear concealer and powder to smooth skin.
4. Look up some Photoshop tutorials on how to smooth skin.
