I have a skin bridge and a skin tag on my penis due to a problem at birth, Who do I go to?

Ok I was circumcised as a baby, but the Doctor messed up on it and cause a skin bridge which is a piece of foreskin that reattach it self to the head of my dick, it also cause a skin tag on my dick, I am 22 now and i want to get it fixed/removed. Who do I go to an Urologist, or a skin Doctor? Does anyone else have what I am talking about?
